If you wish to speak about a particular item under any of these categories, and you have submitted your request to speak, the City Clerk will call you at the appropriate time. You will be allowed three minutes to make your comments and you must limit your remarks to the item being discussed.
If you wish to speak about something NOT on the agenda and have submitted a request to speak, you will be called by the City Clerk at the appropriate time. You will be allowed three minutes to make your remarks and you must limit your comments to matters within the jurisdiction of the City Council. This part of the agenda is limited to 15 minutes; no action will be taken on matters brought up under this portion of the agenda but may be placed on a future agenda or referred to staff.

Conduct At the Council Meeting: The City Council has adopted a set of rules for conduct during City Council meetings. The following is an excerpt from those adopted Rules of Procedure:
Section 6.3 The mayor shall order removed from the Council Chambers any person(s) who commit the following acts in respect to a regular or special meeting of the City Council:
1. Disorderly, contemptuous or insolent behavior toward the Council or any member thereof, tending to interrupt the due and orderly course of said meeting.
2. A breach of the peace, boisterous conduct or violent disturbance, tending to interrupt the due and orderly course of said meeting.
3. Disobedience of any lawful order of the Mayor which shall include an order to be seated or to refrain from addressing the Council.
4. Any other unlawful interference with the due and orderly course of the meeting.

Award a contract for the construction of Grading/Drainage Improvements for Portuguese Canyon to Hardy & Harper, Inc. for a total amount of $67,950; and, authorize staff to spend up to an additional $6,795 for contingencies for a total authorization of $74,745. 2. Authorize the Mayor and the City Clerk to execute a contract with Hardy & Harper.
3. Notice of Completion of Sidewalk Repair Program for Fiscal Year 1996-97. (Evans)
Recommendation: 1. Approve Change Order No. 3 which exceeded the authorized project budget bvy $3,929.52; 2. Accept the work as complete; 3. Authorize the City Clerk to file a Notice of Completion with the County Recorder and notify the Surety Company to exonerate the payment and performance bonds if no claims have been filed within 35 days after recordation and upon the contractor posting an acceptable security; and, 4. Authorize the Finance Director to release the retention 35 days after the recordation of the Notice, also contingent upon no claims being filed and the contractor posting acceptable security.
4. Transfer of funds from the Proposition "C" fund to the Street Maintenance (Gas Tax) Fund. (Evans)
Recommendation: Adopt Resol. No. 97- amending Resol. No. 96-37, the budget appropriation for fiscal year 1996-97 to transfer $19,770 from the Proposition "C" fund to the Street Maintenance Fund.
5. Budget Adjustment for LLESS/COP'S Fund. (McLean)
Recommendation: Adopt Resol. No. 97- a budget appropriation increase for the City's LLESS/COPS fund in the amount of $18,500.

Recommendation: Authorize the Mayor and the City Clerk to sign a Cooperative Agreement between the City and the U.S. Fish and Wildlife Service to receive $75,000 in federal funding assistance for development of the Palos Verdes Peninsula NCCP.

Recommendation: Authorize the City Manager to execute an amendment to the current professional services agreement with Ogden Environmental and Energy Services Company, Inc. for additional tasks necessary for completion of Phase 1 of the Palos Verdes Peninsula Subarea NCCP
9. Consideration of City Council review of Planning Commission action approving grading Permit No. 1933 for a new, Single-family residence at 307634 Tarapaca Road. (Fox)
Recommendation: Determine if the Planning Commission action approving this grading permit should be reviewed by the City Council.
