C. Abalone Cove Sewer Project - Investigation into a combined sewer system. (Allison)

Recommendation: 1. Approve the conceptual plan for a combined sewer system in Abalone Cove. 2. Authorize staff to initiate meetings with the Abalone Cove neighborhood to discuss the sewer project, and begin the process to acquire the necessary easements. 3. Authorize staff to award a professional services agreement to Consoer Townsend Environdyne, Inc., in an amount not to exceed $125,000 to prepare final plans and specifications for the Abalone Cove Sewer Project, and authorize the Mayor and City Clerk to execute a contract with Consoer Townsend Environdyne, Inc. 4. Authorize staff to award a professional services agreement to Project Management Inc., in an amount not to exceed $20,000 to prepare an addendum to the Certified EIR for the Abalone Cove Sewer Project.

D. Agreement to Loan Funds to the Portuguese Bend Club Homeowners Association to Assist in the Construction of a Sewer System. (Bussey)

Recommendation: Approve the Owner Participation Agreement between the Rancho Palos Verdes Redevelopment Agency (Agency) and the Portuguese Bend Homeowners Association (HOA) to loan to the HOA to assist with the design and construction of a sewer system, and authorize the Chair and the Agency Secretary to sign said agreement.
