Trash, recycling, and green waste carts cannot be placed at the curb for collection earlier than 8 a.m. on the day before collection, and empty carts must be removed from the curb no later than 8 p.m. on the day of collection. (Municipal Code Section 8.20.250)

Additionally, the carts must be stored on the property so they are substantially screened from view from the public right-of-way (street or sidewalk).  (Municipal Code Section 8.24.060(A)(2)
