SAN RAMON CANYON /  25th STREET STABILIZATION PROJECT

Project Summary

The San Ramon Canyon / 25th Street Stabilization (a.k.a. Palos Verdes Drive East / Palos Verdes Drive South Roadway Stabilization) Project is located in the southeastern corner of the City of Rancho Palos Verdes at its border with the City of Los Angeles.  The canyon also adjoins L.A. County’s Regional Friendship Park.  The canyon provides a natural drainage course for neighborhoods near Palos Verdes Drive East.  Landslide induced rock and soil deposits in the canyon bottom are being transported by heavy rainfall events down the canyon and are flooding the roadway, overwhelming existing drainage facilities, endangering nearby roadway integrity and threatening downstream residents.

Project Approach

Despite the urgency of the situation at the project site, an undertaking of this complexity takes time to study, plan, design and construct so that the most appropriate solution can be found.  Environmental, economic and constructability issues all must be addressed.  Funding solutions must be identified and area stakeholders must be engaged.  The City of Rancho Palos Verdes has been working with technical teams from the City of Los Angeles and Los Angeles County as well as local, state and federal elected officials to discuss solutions, secure funding and forge cooperation to move this project forward.  The City of Rancho Palos Verdes has completed a Project Study Report (PSR), which identified a recommended alternative that was approved by the City Council. The Council also authorized beginning final design work on of the recommended alternative on March 1, 2011.  Final design, environmental review and permitting are expected to be completed in the first half of 2012.  Construction could begin as early as the Fall of 2012 if adequate funding can be obtained by then.
